Overview
Though effectively managing urban stormwater runoff requires leadership and bold decision-making at all levels of government, it is at the local level where the most significant and substantive stormwater investments are made. It is also at the local level where the most innovative, effective, and transformative financing programs are developed and implemented. This course is designed for local government leaders with the goal of providing the foundation for establishing and growing effective stormwater management programs that maximize the value and impact of every dollar invested in their communities. This beginners’ level course will provide a foundation for local officials to move forward by focusing on perhaps the most important financing attribute: leadership and the ability to move communities toward effective action.

Module 1: Being an Effective Change Agent for Stormwater Management and Finance: An Overview of Five Phases to Address Stormwater Issues (20 min)
